Virginia HVAC & Plumbing Rebates and Incentives in 2023

Inflation is hitting wallets across Virginia and draining hard-earned dollars nearly as fast as they can be made. Fortunately, many rebates and incentive programs will allow you to upgrade your HVAC and plumbing systems without breaking the bank.

These cost-effective investments help you reduce your carbon footprint and shrink your utility bills, which helps protect you against rising utility rates.

Renewable Energy Tax Credit

Rebates are available for new and existing homes to cover the cost of energy-efficient heat pumps, solar panels, electric heating and cooling systems, and water heaters. The available tax credit allows taxpayers to claim up to 30% tax credit.

Appliances & Equipment Rebates

There are dozens of available rebates for the purchase of appliances and equipment. These include Appalachian Power’s credits for installing a smart thermostat and enrolling in the Bring Your Own Thermostat program.

Dominion Energy Virginia offers the Smart Cooling Rewards program, under which the utility will give homeowners a $40 check for installing a smart switch on their air conditioner. The program also allows for a $40 check to be issued after every subsequent summer. The company will also offer $30 rebates for installing eligible smart thermostats.

Dominion Energy Virginia will also provide a $20 rebate for recycling older, still-operating refrigerators or freezers that are 10+ years old and have a capacity of 10 to 32 cubic feet.

Home Energy Assessments

The City of Alexandria’s Low-Income Energy Assistance Program (LEAP) offers comprehensive free and low-cost residential energy assessments that cover single-family homes, condos, and rowhouses. Completion of the assessment qualifies homeowners for rebates and many free energy improvements.

Dominion Energy also offers a similar assessment program to help you reduce your overall energy usage and utility bills. This includes Smart Home kits, home energy monitoring systems, and smart thermostats.
